Job Description
The WhITeam is looking for an expert in information management that would be appointed as the Local Data Correspondent (LDC) of DG EMPL. The main responsibilities associated with the LDC are:
1. Contribute to the proper implementation of corporate data governance and data policies in DG EMPL;
2. Coordinate the development of data policies, and align local data policies (if any) with the corporate ones;
3. Represent DG EMPL in the LDCs network coordinated by the Secretariat-General;
4. Keep up-to-date DG EMPL data assets inventory (covering internal data, open data and licenced/purchased data) as declared in the Commission’s data catalogue, following a well-defined process (e.g.: process depicting the chain of actions from the identification of a new data asset, till its declaration in the data catalogue, and the maintenance of the data asset);
5. Provide advisory service to all DG EMPL units, as from the policy ideation phase, in order to limit the proliferation of similar data assets and ensure proper application of the ‘once-only’ principle;
6. Remain informed, promote and, if relevant, participate in data standardisation activities related to the data assets of DG EMP;
7. Liaise with managerial and operational levels, and coordinate with data governance partners;
8. Raise awareness of corporate and local data governance and data policies among data coordination groups, data stewards, data owners, data analysts, and data governance partners in DG EMPL;
9. Raise awareness of the added value of proper data management in the management and staff of DG EMPL;
10. Monitor and report progress to the management;
11. Contribute to the (bi-)annual work programmes of the Information Management Steering Board and action plans per area, as needed;
12. Contribute to the implementation of internal control standards related to data management aspects;
13. Monitor the data-management-related KPIs declared in the Annual Activity Report of the DG, and report on their progress.
Job Requirements
1. KNOWLEDGE AND SKILLS
The following skills and knowledge are required for the performance of the above-listed tasks:
- Analytical thinking, excellent problem-solving skills
- Ability to work autonomously
- Ability to give business and technical presentations
- Very good communication skills with non-IT audiences (e.g.: policymakers, business units)
- Capability to write clear and structured technical documents
- Stress resilient (a good sense of humor is certainly an asset!)
Due to the particular nature of the European Commission, candidates should also have the following non-technical skills:
- The capability of integration in an international/multicultural environment, rapid self-starting capability, and experience in working in team
- Ability to participate in multilingual meetings (mostly in French & English)
- Ability to work in a multicultural environment, on multiple large projects
- Excellent Team Player
- Ability to understand, speak and write French C2/C1 and English B1/B1 is a must
2. SPECIFIC EXPERTISE
The following specific expertise is mandatory for the performance of tasks:
- Knowledge of standards and best practices in the domain of information management
- Experience in the design and implementation of information management systems in public or private sectors
- Practical experience in information management, ontology design, metadata management, open data technologies, document encryption, digital signature, full-text search techniques, and semantic web
- Familiarity with web services, enterprise integration patterns, and best practices as well as knowledge of cloud platforms and database management systems will be considered an asset
