SENIOR PROJECT MANAGER IN BRUSSELS
Scope of the services to be provided:
The main objectives of the Processes, Data, Customer relationship and planning Unit are to provide analytical and business project management support and Business Process Models (BPMs) to clarify the practical and operational aspects of customs legislation and policies, particularly in the context of the EU Single Window environment for customs initiative. This requirement stems from the growing need within Unit B1’s electronic customs project management sector to address business analysis and project management aspects of electronic customs systems. This sector oversees the e-Customs Multiannual Strategic Planning (MASP-C), the EU Single Window Environment or Customs for cross-border goods movement of goods and handles electronic customs project management for new initiatives.
Job requirements:
Sector B1.002 is requesting the services of an IT Project Manager to provide expert advice, guidance, consultancy and assistance to the responsible official(s) in the following key areas:
Project Management Expertise:
- Oversee project management activities for the EU Single Window Environment for Customs (EU SWE-C) and the Electronic Customs Multi-Annual Strategic Plan (MASP-C).
- Supervise the ITSM TES contractor to ensure quality and timely outputs throughout the MASP-C revision cycle.
- Monitor electronic customs IT project milestones, ensuring alignment with the MASP-C objectives.
- Implement best IT project management practices, incorporating tools tailored for electronic customs projects in line with EU Commission protocols.
IT & Legal Analysis:
- Coordinate multi-faceted tasks, demonstrating expertise in navigating the complex landscape of legal, policy, and IT aspects within the EU customs business domain.
- Translate complex IT and legal project details into understandable insights for diverse stakeholders.
Operational Alignment & Collaboration:
- Ensure alignment of legal requirements with business objectives throughout the lifecycle of EU SWE-C tertiary legislation.
- Collaborate with the EU CSW-CERTEX business team and the SOFTDEV contractor to ensure a coordinated approach in updating and maintaining technical requirements for the EU SWE-C tertiary legislation.
Policy Analysis & Reporting:
- Offer a comprehensive legal and policy analysis within the context of the EU SWE-C.
- Proactively monitor new policy developments from other Commission Directorates, ensuring their timely integration into the EU SWE-C operational framework.
- Generate detailed progress reports on EU SWE-C implementation, targeting key stakeholders in the European Parliament and Council.
Quality Assurance, Outreach, & Training:
- Refine and visually represent legal, policy and business content to cater to the needs of the electronic customs management sector.
- Enhance communication channels for EU SWE-C and EU CSW-CERTEX, including pertinent updates on TAXUD EUROPA webpages.
- Assist with the preparation of IT-focused e-Learning modules to enhance stakeholder expertise in related customs processes.
- Collaborate with the B1.002 Head of Sector, producing policy materials for the World Customs Organisation (WCO), World Trade Organisation (WTO) and other relevant international institutions.
Strategic Planning & Risk Management:
- Engage in horizon scanning activities, using data insights to shape strategic direction and integrate new non-customs formalities into the EU SWE-C framework
- Identify and address potential challenges, ensuring the smooth integration of formalities into the EU SWE-C ecosystem.
More specifically, the service requires to:
- Support sector members under the supervision of the Head of Sector as appropriate by enhancing legal, policy and business notes and associated presentation material.
- Contribute to the EU SWE-C and EU CSW-CERTEX domain e-learning activities and communication initiatives, including the maintenance of the TAXUD EUROPA webpages on electronic customs and EU Single Window.
- Assist in preparing the Business Case for electronic customs systems working closely with the competent TAXUD policy unit and the IT units.
- Coordinate projects, meetings, services with various stakeholders, including TAXUD business and IT teams, change advisory boards, steering committees, contractors’ teams, other DGs, Member States, and more.
- Monitor the project plan to ensure quality and timely delivery.
- Oversee the contractors' project team concerning assigned tasks.
- Regularly update the Head of Sector and team leader on the project’s progress.
- Maintain close coordination with all other sectors within the unit.
- Analyse project related risks.
- Communicate project status updates, which include tasks progress, plan, actions, risks, issues, decisions, changes, etc. within DG TAXUD and to Member States and Trade.
- Prepare or review presentations on overall project status for different stakeholders.
- Report on meetings with the Member States, Trade and other TAXUD units or DGs, particularly those concerning relevant electronic customs systems workshops, etc.
- Escalate significant issues, particularly those with potential impacts on the overall EU SWE-C implementation, time or resources.
- Ensure compliance with EU Commission's methodologies such as TEMPO, RUP@EC and PM2.
- Manage and support the activities of the development contractor for the creation of EU Customs BPMs, adhering to the agreed BPM methodology for the relevant electronic customs systems.
- Establish and enforce organisational procedures and project office tasks, alerting project officers in case of non-compliance.
- Ensure the project(s) are delivered according to the agreed schedule, quality standards and allocated resources.
- Understand the business aspects of the project, including risks and success factors and consult legal/solution architects/IT analysts for complex matters.
- Produce and/or review documents, structuring information to cater to the target audience.
- Provide suggestions for service or methodology improvements.
- Participate and contribute in meetings with DG TAXUD, contractors, Member States and/or other partners.
- Assist in the organisation of review cycles and in consolidating and drafting the information distributed to Member States and Trade.
