Instead of telling someone to make their own call, turn it into a negotiation, a trade-off. Ask the person what they would like to experiment on in the project, and give them free reign to pursue it against finishing a critical objective ahead of time and stated resources. That way any possible fallout due to the experimentation is offset at the very beginning, and regardless of its success or failure, the team member already feels deserving of their pursuit since they finished their objective first.
